In-game combat was shown at GDC 2010 and revealed to be keyed to FPS-skills and dynamic motion rather than leaving hit/miss results entirely to game stats.
One combat element used in The Secret World is 'States' where combatants, monsters or players, can be put into a state that will allow other powers to have a greater effect on them. This can be used offensively, defensively and to affect buffs or healing. One example of this given so far is lighting an opponent on fire, putting them in an 'On Fire' State that allowed another player's power to cause increased damage. Developers have confirmed that this will only be for combat encounters and will not affect investigations or puzzle-solving portions of gameplay.
